PCANY Applauds NYS Senate for Child Abuse Prevention Measures

Legislation sponsored by Senator Golden, passed by the Senate, would provide additional funding to prevent child abuse and neglect

June 17, 2008— Several highly publicized child deaths, including those of Nixzmary Brown and Kyle Smith in New York City, have brought the issue of child abuse prevention to the forefront of legislative discussions.

The NYS Senate, and Senator Martin Golden (R-Brooklyn) in particular, continue to demonstrate an understanding of the urgent need to stop child abuse before it starts, most recently with passage of S.7227/A.11181. This bill allocates increased funding for prenatal and infancy home visiting programs.

Research over the past decade has shown that home visiting programs are an effective primary prevention strategy; that is, they stop child abuse before it has a chance to start. Randomized trials of Healthy Families New York, a home visiting program in 39 communities in New York State, demonstrate that the program increases positive, non-abusive parenting and improves children’s health and development. The program has made a significant difference in getting thousands of children and their families off to a good start.

Further expansion of home visiting programs would bring a proven, cost effective approach to preventing child abuse to more New York families. PCANY applauds the Senate for stepping up for children and implores the Assembly to follow suit.
